Seriously? China, the rising industrial and economic powerhouse that everyone claims it to be, can build fancy cable-stay bridges (see picture) but doesn't have snowplows and instead resorts to using like 900 guys in uniform with shovels? I know, those snowstorms were unusual and widespread, but still. Seriously?

China is a rising power, but mainly *because* of their manpower and ability to do things cheaply. In Hong Kong, instead of using street-sweepers, they employ older women and men to continuously sweep the streets. It's probably cheaper for them to do that than building, maintaining, and paying people to operate street-sweepers. And more people have jobs, so they're happier.
On another note, some of the places in China that were hit by these snowstorms haven't had snow in 30 years or more. It's almost like if Georgia was suddenly snowed in.
That all being said, I agree with you that it is somewhat ridiculous. :-) But if it works for them - hey, why not?
Well, it's more productive than Tianamen Square (or Kent State.)
And you've got to remember that you've already paid for your gagillion man Army, so the cost of them shoveling snow is essentially free.
